Abstract

Program Jaminan Kesehatan Aceh (JKA) adalah produk unggulan dari Otonomi Khusus Aceh yang saat ini menghadapi tantangan dalam hal keberlanjutan akibat adanya kontraksi fiskal yang signifikan. Penelitian ini bertujuan untuk menganalisis pola komunikasi politik serta dinamika negosiasi anggaran antara Pemerintah Aceh (eksekutif) dan Dewan Perwakilan Rakyat Aceh (legislatif) dalam upaya mempertahankan keberlanjutan JKA. Dengan menggunakan pendekatan kualitatif deskriptif melalui metode analisis dokumen dan observasi komunikasi politik, penelitian ini mengevaluasi bagaimana perbedaan logika kelembagaan memengaruhi proses pengambilan keputusan. Hasil penelitian menunjukkan adanya benturan antara pendekatan rasional-teknokratis dari eksekutif yang menekankan efisiensi fiskal dan validasi data, serta pendekatan politis-normatif dari legislatif yang berlandaskan pada hak konstitusional dan kepentingan elektoral. Dinamika ini sering kali berujung pada kesenjangan birokrasi dan penggunaan narasi populis di media sosial yang mempersempit ruang untuk kompromi. Penelitian ini menyimpulkan bahwa transformasi menuju komunikasi kolaboratif yang berbasis bukti (evidence-based policy) dan transparansi data fiskal sangat diperlukan untuk menjaga marwah JKA sebagai simbol kesejahteraan Otonomi Khusus Aceh.
